Step one is to separate the offline and online VPs.

Step two is to remove the accomplishment system which is unrealistic and a distraction from core gameplay.

Step three is replacing the accomplishment system with something that makes sense for each mode, CM/offline and Clubs/online. The system used in other EA Sports titles like NHL would be a good place to start.

1. A team who has 200 points shouldn´t be able to meet a team who has 4000 points. Maybe have a system like the H2H seasons like divisions.
2. The club leader can change kit numbers and add his own formations.
3. The team can create their own shirts and stadium. If you play good you can earn money and upgrade your arena and sponsorships (visible on the shirts).
4. My player has chants just for me and shoe deals if you are sponsored by Adidas, Nike, Puma.
5. Have more choice of shoes and if it´s had come new shoes under the season you should be able to download them.
6. Better game face so the whole face should be visible.
7. Be able to play international games with your pro.

I think it should be a points based system like in Skyrim where you can choose particular attributes to focus on and get perks for each one.

Have to agree with what others are saying. Copy the PES system of progression over hundreds of games and playing out years maybe even Decades of a players career. That or implement a levelling up system which is unique to your character and can't be copied.

And only increases certain attributes over time based on what you selected your player to be. It perhaps limits choice when you change your mind but if you change your mind perhaps being able to reassign all your points is one way of keeping it fresh for someone who had worked hard on their player.

They also need to figure out a way for the games to mean more than they do simply being ranked high isn't enough in my opinion there's needs to be an added incentive to go with (perhaps an Ultimate Team) team way of collection points after each match that means you can upgrade other players on your team that aren't human controlled.

I once read about the possibility of making a perk-based skill-trees. Then you could create yourself properly through acquiring perks that suited your style of play. Obviously it shouldn't be possible to acquire all perks, so you'd have to be selective.
Otherwise, yeah, a XP-based leveling system for your VP would be nice. I actually don't hate the accomplishments, but I thoroughly hate that some, that would suit my style, are extremely hard to get while other (to me) worthless accomplishments are easy. It would be really nice to be able to shift points about and that way create the real 'you'

FIFA should take a leaf out of NBA 2k's My player mode. If FIFA's Be A Pro mode ever wants to progress, it's going to have to do away with the accomplishments and use an already tried and tested system.

Levelling up should be a more personal experience, earning points to level up through playing and distrubuting them yourself with an obvious cap on certain attributes depending on position. This would just be a base system, you could branch out from there, earning contracts and awards or other ways to earn more experience.

FIFA's Be A Pro mode was blatanly neglected this year, which is understandable being a yearly release but it is need of major revamp. Making major changes to the mode would obvioulsy affect how Clubs work. But simply changing the way you earn experience and adding in a Clubs customisation and training area, would make it magnidutes better in my mind.

And I'm not even scratching the surface...

I really hope the VP's are gone from clubs next year, the most fun clubs has ever been was on fifa 09 playing as genuine teams. It would also remove the hacking issue which I think is only an issue because it is so boring unlocking accomplishments to play online. The skill gap between the VP's and the AI players is stupid aswell, I usually just play 2v2 team play now because clubs is so poorly balanced.
